At Randell Jesup's suggestion, I've created a `stalled` keyword in
bugzilla. This keyword is intended for bugs for which we want to keep open,
but have currently exhausted all our attempts to solve. The keyword is
documented on BMO and in our policy repo (
https://github.com/mozilla/bug-handling/blob/master/policy/triage-bugzilla.md)
but I've reproduced it below.The key takeaways:

   - Use this for bugs for which you've exhausted all opportunities to fix,
   but you want to keep open
   - Marking a bug with the `stalled` keyword takes it out of triage queues
   - `stalled` means we don't have a path forward on this bug but want to
   keep it open
   - use `leave-open` for when you want the bug to remain open after your
   patch has landed in M-C.

The stalled keyword

The extreme case of not-enough-information is one which cannot be answered
with a needinfo request. The reporter has shared all they know about the
bug, we are out of strategies to take to resolve it, but the bug should be
kept open.

Mark the bug as stalled by adding the stalled keyword to it. The keyword
will remove it from the list of bugs to be triaged.

The priority of stalled bugs should be '--' but other keywords may apply to
them.

Bugs which remain stalled for long periods of time should be reviewed, and
closed if necessary.
