Summary: We have had this in desktop for several years now. This introduces WebSpeech API synthesis support in Fennec and GeckoView.

It is currently only enabled on desktop platforms. The intention here is to enable it on Android. Concerns: Our integration test coverage is pretty limited for actual platform speech synthesis. So my hope is to uncover glaring bugs in the pre-release cycle.
