Our build-id is currently compiled in to libxul, and is re-generated with every build invocation. To avoid re-linking libxul with every build invocation we have some Makefile hacks in place to hide the build dependency between libxul and the buildid.
As part of improving the build system we'd like to fix this, and the best proposal we have so far would involve no longer re-generating the build-id with each build invocation for developer builds. Automation builds would still generate a new build-id with every build. If you think this would interfere with your workflow, I'd like to hear from you.
