we're intending to ship as a minimum.

Sure. This should not have been shipped (and the fact that it was shipped was an accident: one of the changesets in the bug implementing it did not get checked in, and that was the changeset which disabled the API on release if the right pref was not set). Not shipping things that are not ready shouldn't be unusual, we all agree. ;)
