I'm unaware of a bug for this decision, but https://archive.mozilla.org stopped adding tinderbox builds back on January 18th.
One side effect is that the AreWeSlimYet project [1] is no longer updating and tracking memory regressions. It needs to be converted to a revision based system rather than date based. In the past I've maintained this but have other obligations and cannot dedicate the amount of time this needs to be fixed, particularly considering work is being done to move AWSY into taskcluster [2]. Without archive.m.o we'll have a blank period of a few months. If it turns out running AWSY on taskcluster VMs doesn't provide reliable data we'll have an indefinite blank period. AWSY also depends on mozdownload [3] which will need to be fixed to handle not being able to download from archive.m.o as well. I don't believe mozdownload has an active owner at this point.
