For those who are lost when anchors point to somewhere other than the top of the viewport, it's the "Use experimental user interface" item under "User Interface". [1] (I was surprised to see no change today. Turns out, I already had it On for months) Mike 1. I often wish browsers were helpful here. Seriously.
