Can we now make 48.0 a half-ESR? Firefox 49.0 starts to drop 10.6~10.8 as
well as machines which do not support SSE. Given we are still support them
with 45ESR, I think it makes sense to extend the support cycle of 48 to the
end of cycle of 45ESR.
