The mozbuild Python package is available on PyPI: https://pypi.python.org/pypi/mozbuild
It's also possible to obtain an archive of the source from hg.mozilla.org. See the instructions for the "archive" command/URL at https://hg.mozilla.org/mozilla-central/help/hgweb. I would strongly prefer to not extract the files into a standalone GitHub project, as that will make merging differences harder and could lead to a permanent fork, which isn't conducive to the health of mozbuild at this juncture, IMO.
