Note that this is not a change in our in-production compiler for Windows

Is the plan/intent to keep MSVC 2012 working or not? With 2013, we do
get a few cool features (variadic templates, initializer lists among them).

I don't remember any discussion about dropping MSVC 2012. I know that
we have traditionally kept at least a couple of MSVC versions working
for a long time, but I would be curious to know if someone has a
specific reason why we should not drop MSVC 2012.
