If releng went down that route, there would be a need to use that approach in the actual production machines to ensure that produced dockerfiles (container image) would always be up-to-date. If I understand correctly your suggestion is mainly to make a way to reproduce the actual production environment rather than specifically trying to make mozharness easier (even though production scripts would be able to work in an external machine).
