It doesn't need to be included in the charter, any group can run itself pretty much whichever way it wants to so long as it doesn't violate a few fundamentals. So technically the group can change whenever it wants to.

Putting it in the charter can be a nice way of documenting it (and helping with enforcement), but it isn't really binding.
