1- Yes. The emulator, however, doesn't emulate USB, so UMS can't work in the 
emulator. 

2 - All devices which have the correct partitions have UMS. Devices like the 
Nexus 4 or 5 don't support UMS. I'm pretty sure that all of the shipping 
devices have UMS support. 

3 - We use the vold service from android. The AutoMounter (found in 
dom/system/gonk) communicates with vold to manage mounting/unmounting/sharing 
etc. 

UMS requires partitions which are formatted using the VFAT file system in order 
to create sharable internal storage. External sdcards also need to be formatted 
using VFAT (this is how they typically come when you buy them).
