We've opened a meta-bug for the followups that are needed for the full API:

It's not clear to those of us toiling in the necko trenches whether the
full API is actually needed to pref on or not (I hear rumors the code
we've got so far might help devtools people with timings that they need).
Have thoughts? Discuss in the meta-bug.
