That's consistent with my tests. I can run a .exe (after clicking through a warning) downloaded on Windows. On Linux I can't, because http doesn't propagate permissions and nothing sets the executable bit. On Mac people use .dmg or .zip to get around this issue. I suppose linux binaries are generally packaged in an archive as well. Downloading a .so directly over http, or generating and saving one, is a new use case.
