Forgive the derail, but why does the download manager need to make
things executable?
Because people download executable files with the expectation that they
can easily execute them.
Probably less than a tenth of a percent of the world knows or cares what
a filesystem permission is, linux users or not; if we flip that bit then
we're the browser that breaks downloads and people will just switch to
one that works.
