Converting CSSRule is actually somewhat nontrivial because the C++
inheritance hierarchy for CSS rule objects is a bit complicated.

I don't think it makes sense to make fixing that stuff a precondition
for landing the patches we're discussing here, given that so far it's
not 100% clear what the inheritance graph _should_ look like for these
objects.
