I think the "Target Milestone" field is poorly named, at least with respect to what we use it for. In practice this field is set to the version of m-c on which the patches originally landed, and doesn't change when patches are uplifted to other branches.

However, I've seen many people mistake this field for something else, most commonly the release they want the fix to go into. This misunderstanding is totally logical given the name of the field, hence I suggest we rename it to something that more accurately describes how we use it.

My strawman proposal is "Patches landed in" but I'm sure we can come up with something better. I do like using a past-tense verb in it though so it indicates it's to be set after the bug is fixed rather than before. Thoughts?
