You have to keep in mind that duplicate marking happens by people who are not necessarily making the fix/wontfix decisions.
So it's easy to end up with a bug getting wontfixed and then getting lots of duplicates because none of the people marking duplicate have the context to realize the bug just needs to be reopened.
