I think the idea that white space-only changes "break hg blame" needs to die :) White space-only changes are a change like any other, and at worst add one step to what is usually a multi-step process anyways. I don't recommend that we go "cleaning up" white space inconsistencies indiscriminately, but if cleaning up white space is step 0 in a multi-step cleanup/fix, fear of "breaking HG blame" shouldn't stop anyone. I agree with you that it's important to separate formatting/trivial changes from more significant functional ones.
