tl;dr: Please update your local bzexport & qimportbz clones :-)
bzexport & qimportbz (Mercurial extensions to allow direct patch
import/export from/to Bugzilla [1][2]) have received a number of new
features/fixes over the last 12 months, including...
bzexport:
* Setting assignee/bug state when attaching a patch
* Adding the bug number to the commit message automatically, when using
--new
* Improved support for Windows
* Improved error handling
qimportbz:
* The import order when importing multiple patches from the same bug is
now correct
* Improved handling of security bugs
* Compatibility fixes for Mercurial 2.6/2.7.
I imagine many people won't have updated their local clones since they
first checked them out - which is causing things like:

...so please update them now :-)
