It's desired to block during both tests and the build as well (eg to
prevent things like bug 852473).
I mean from the point of view of people writing tests and then tripping
over the RelEng firewall later. (They'll fail on Try, but it would be
better if they could fail before reaching Try...)

Not a public bug.
Yeah that's why I pasted the other bug number too (which is the
superset of it). This particular bug contains internal network log
traffic, so sadly has to be marked moco only. If it helps, the summary
is "RelEng SCL3 Firewall transition from Allow-all to Deny-All" and
the comments are purely back and forth about log analysis results and
subsequent firewall rules.
Fair enough, particularly in light of bug 852473.
