AIUI the Performance team is experimenting with moving things into JSON files, it would likely make sense to coordinate with them (and their findings WRT the downsides of SQLite). Also, I wonder if SQLite 4 (which is more like a key-value store) could alleviate some of the issues here (although it might be insufficiently mature, or, more specifically, less mature than LevelDB).
