If the programmer doesn't take care, then yes. In Firefox at least we
have in the past said that you should be able to go back to older
supported versions. Sometimes the old data is migrated to a new format
(such as with bookmarks), we keep the old data around, so you still have
your old data in old versions and any new data in new versions. But it
really depends on the situation.
