We might actually not be allowing for Flash to run at all when it's not OOP, maybe that's the problem. Adobe has not testing in-process Flash at all for quite some time, and we recently made some changes that should force it always to be OOP in Firefox, those might not interact well with XULRunner not setting OOP to be on by default (disclaimer: that's my guess, I don't know the actual code).
