This would make sense in an Apple-esque walled garden with relatively
few different device models. However, if Mozilla's app initiative is
successful, there will be more devices than any store has the capacity
to test specifically on. It would be bad if users of less common
devices couldn't get apps just because they haven't been specifically
tested. (Remember Web sites in the 1990s that blocked access from
browsers that the authors hadn't tested. Those were not cool.)
