I have no clue. We can likely get 90% of it done within a few months if we tried. But, the tail of one-offs is very long. That 90% should get us a lot though, including faster builds and Visual Studio project generation. Moving 100% away from Makefile.in's will probably take 6+ months. Shorter if we make it an organizational priority. Build system hack week, anyone?
