You can use RtpSender.setParameters({ encodings: [{ scaleResolutionDownBy:
2.0 }] }) to control resolution (bug 1244913
<https://bugzilla.mozilla.org/show_bug.cgi?id=1244913>). There's a similar
maxBitrate control as well. For framerate I'm not as sure what we support.
Others may comment later as they come online (US timezones).
