It's not. All Tier-1 platforms != all platforms. That's arguably the

Thanks, this is an important distinction which I had missed.
That being said, I think this is still beneficial to non-tier1 platform
maintainers because as it stands right now, maintaining codepaths so
that mozilla-central can be built with Skia disabled is not something
the graphics team is likely to invest engineering time in. As a result,
as we go further towards shifting to Skia and deprecating non-Skia code,
there will only be more breakage for non-tier1s which currently disable
Skia. I don't anticipate many problems with Skia on those platforms with
the exception of maybe big-endian, the impact of which needs to be assessed.
