The moz.build lack of $(INSTALL), if this provided, then will remove a lot of Makefile.in

For comm/mozilla, the reset Makefile.in mainly contains $(INSTALL) instruction,
and some customized commands,
So if we do support for customize commands and $(INSTALL) we would remove most
Makefile.in leave behind, any issue tracking this?
