Because the line of IDL in question looks like this:
#ifdef HAVE_SIDEBAR
[Replaceable, Throws] readonly attribute External external;
#endif
and the moz.build file has:
if CONFIG['MOZ_BUILD_APP'] in ['browser', 'mobile/android', 'xulrunner']:
# This is needed for Window.webidl
DEFINES['HAVE_SIDEBAR'] = True
and your --enable-application value certainly doesn't match any of those....
