It used to be that if I added a mochitest, I could rebuild in the
directory in which I added it, and then it would be exported to
_tests and I'd be able to run it.  That no longer works in the
mochitest.ini world (understandably, I suppose).

But I'd like to be able to do this:
 (1) without having to wait for a full toplevel build, and
 (2) sometimes, explicitly *without* compiling the code changes that
     I've made at the same time (because I first want to check that
     the test fails without the changes before checking that it
     passes with them)

Is there a way to do this?
