The behavior is random.
Sometimes it occurs when a running application is minimized, then (without
interfering with any other app) it can't be maximized via the launcher (by
holding the Super-Key and pressing the desired application number) it won't
even show the number of that application. It can only be directly accessed by
the mouse.
And sometimes interfering with the particular app (o any other app) won't
take any effect and the shortcut won't work.
