Thanks for reporting this issue. I was unable to open the sound settings in gnome-control-center 1:3.3.92-0ubuntu4 on Ubuntu Precise. When I started gnome-control-center from the terminal and followed the steps above, it printed the following warning: ** (gnome-control-center:2263): WARNING **: Could not find settings panel "sound"
