Steps for me to reproduce:

0) Start with user with English layout, and English password
1) Go to System Settings -> Keyboard Layout
2) Add an Afghani layout (not specific to Afghani, it's just at the top)
3)‌ Move the Afghani layout to be above the English one
4)‌ Lock your screen
5)‌Try to log back in, but fail regardless of whether you toggle layout button 
on right of entry

You can work around it by clicking the Switch User button and logging in
through unity-greeter (though it has a display bug in it's prompt when
the language is RTL, which is a separate bug I'll file).
