Unity 5.6 got released on March 12th, and at least for me it fixed (and
was also supposed to fix) the annoying unwanted popping up. I also
cannot reproduce this anymore by eg. rapidly pressing alt+f / alt+b in
terminal. Same for M-x in emacs.

Bug description:
  Typing a key combination fast enough brings up the HUD.

  The problem is especially evident in emacs, where M-x is a very fast
  key combination to type, and will invariably bring up the HUD.  But
  even outsideof emacs, typing Alt-f or Alt-b on the shell will often
  bring up the HUD too.
