That's not the best approach (though it  may work).

I suggest adding a master override in Evolution to always assume network
is up and not just checking with Network Manager.

  I use WICD rather than NetworkManager. Evolution starts in offline
  mode although I am connected. Work online, Send/Receive, and Download
  Messages for offline use are all greyed-out.  If I connect with
  Network Manager, Evolution functions properly.
