that feature was called inteli-hide and have been removed on purpose
there was a long discussion on unity-design mailing list about that. Its
not coming back. About the launcher appearing on all screen there was a
survey recently wheather to display launcher on single or all screens.
the results out of that survey will help in changing of the default
behavior.

  regression: docks on both screens, and they never autohide

Bug description:
  After today's upgrades, rebooting and logging into my dual-headed
  system, I'm noticing several regressions in Unity.  First, I now see a
  dock on both screens, even though they aren't mirrored.

  Neither dock will autohide under any action I've tried, including when
  full-screening an application window.

  Normally full-screened windows such as Claws, Chromium, and Firefox
  will not full-screen; they'll only maximize to right of the dock,
  which does not autohide.

  When moving say a Terminal window from the left screen to the right,
  the window will interact with the right-screen's dock, offering to
  full-height maximize it when the cursor hits the dock from the left
  side.

  When crossing from one screen to the other, the cursor sticks at the
  mid-point, requiring extra "force" to continue its travel to the other
  screen.
