To reproduce: 1) configure options as described above 2) open gedit, change active layout from default (for example, switch to Russian) and type some symbols ( ensure that Russian is active) 3) open gnome-terminal and type in it, without switching layout (English is default layout) result: keyboard indicator still show Russian as active layout, but in terminal you will see that English is active. you can switch between gedit and gnome-terminal to ensure that it is stable problem.
