I think you're probably missing the network-manager-vpnc-gnome package,
which is what is responsible for giving you the UI dialog and such. The
packages were split in Natty or Oneiric to avoid increasing the amount
of Gnome applications and dependencies for KDE users. Please confirm
whether this solves the issue for you :)

Bug description:
I installed network-manager-vpnc (and vpnc), then restarted network
manager, restarted dbus, rebooted the machine, performed magic goat
incantations, etc but despite all of which the VPN menu only shows
PPTP as an option. This is frustrating, since I'd like to use
NetworkManager to connect to a cisco VPN.
