Because the job of the splash screen is loading the office -- thus at this point in time nothing of LibreOffice infrastructure (configuration management etc.) is loaded and that includes the VCL plugins and the desktop detection. Duplicating that code to change the color of a splash screen will make startup needlessly complex.
