Given the rework of NetworkManager and nm-applet in later releases, the
best I can offer is that this was fixed by no longer displaying a
different signal "bar"; just the icons should be matching appropriately.

I'll close this bug an Fix Released now since there is nothing more I
can offer for this particular bug report.

Bug description:
  Wireless signal strength reported with NM will be about 30% lower than
  with the applet Network Monitor--This leads me to wonder which one has
  the correct metrics.
