That seems the same issue than bug #934770

the change was discussed described by Chase on
https://lists.ubuntu.com/archives/ubuntu-desktop/2012-February/003694.html

"* When the user checks "Enable mouse clicks with touchpad", I believe
the "Synaptics Locked Drags" setting should be true.
...
If it's not entirely clear what the change is, try setting the property
and playing with it. Enabling the property resolves the problem of
trying to drag farther than your touchpad is wide or tall."

Reassigning to xserver-xorg-input-synaptics

** Package changed: gnome-settings-daemon (Ubuntu) =>
xserver-xorg-input-synaptics (Ubuntu)

Title:
Draging window with a mousepad needs extra tab for release (locked
  drags)12.04

Status in “xserver-xorg-input-synaptics” package in Ubuntu:
  Confirmed

Bug description:
  Ubuntu unity 12.04 alpha:
After the last update (15-2-2012) the behaviour of the mouse-pad changed.

Normally if i want to drag or maximise a window i can double tab on the
mouse-pad and drag the window.
After that, I release my finger and I'm done.
At this moment the mouse pointer sticks to the window (a hand icon) and it
needs a extra tab to release it.

I do not like this behaviour, is this changed in unity or a bug?
