Could you please specify which plugins do you have activated? An output of 
'dconf read /org/gnome/gedit/plugins/active-plugins 
' would be enough

  Toolbar missing in some filetypes

Status in “gedit” package in Ubuntu:
  New

Bug description:
  Gedit just for a moment shows a toolbar in certain filetypes, then the
  toolbar gone, but left a blank space between the main toolbar and the
  documents tabs.

  This happen in html, css, php, python. But not in txt files.
