Download folder settings are inconsistent between create and move

Bug description:
When "message synchronizing" is set to download messages from an IMAP
account, a newly created folder under the inbox is automatically set
to download messages as well, but when that folder is then moved
(using the mouse) under some other folder, the "download" check box on
the panel "Items for offline use" is cleared.
