It is used, for example, in xdg-terminal-exec to open a terminal for a specific folder when passing --dir=XXXX. Unfortunately, the parameter isn't always honored: if there is already an open terminal window, opening a new terminal with a different working directory does work as expected: the new terminal opens in the specified folder. But it there is no open terminal, it always open in the folder where the last closed terminal was.
