This is no longer possible on 25.04. As the same problem occurs on Ubuntu and Ubuntu Budgie, it must come from Ubuntu. A workaround suggested in the Ubuntu Budgie release notes works, but if you reboot, Logout > Login is no longer sufficient: localectl set-locale LANG=en_Fr.UTF-8, for example.
