Public bug reported:

When a third-party icon theme (not Yaru) is set system-wide, opening the
"Appearance" section of GNOME Control Center causes the icon theme to
automatically revert to the default Yaru theme. This happens even if the
user has explicitly selected and applied a third-party icon theme.

Steps to reproduce:

1 Install a third-party icon theme, e.g., Papirus or Tela.

2 Set the icon theme system-wide using gnome-tweaks

3 Open GNOME Control Center (Settings) → Appearance.

4 Observe that the icon theme changes back to Yaru.

Expected behavior:
The selected third-party icon theme should remain active when opening the 
Appearance settings. GNOME Control Center should not override user-selected 
icon themes.

Actual behavior:
The icon theme automatically switches to Yaru upon opening the Appearance 
panel, regardless of the previously set third-party theme.
