[ Test Plan ]
1. Produce error with snapd 2.66.1 deb
sudo apt install chromium-browser
expect progress to stop at 20%
2. Change to snapd 2.68.5 deb
sudo apt install chromium-browser
progress should not stop at 20%, and installation should complete
Repeat for all targeted Ubuntu releases.

after an initial attemp to install where the progress got stuck at
20%, i rebooted as there were a bunch of other system updates that had
been applied after a fresh isntall.
