cosmic desktop rc
There are the following issues with g-i-s and a11y:
- General: Pages titles are not read
- General: Description of the pages is not read
- Help Improve Ubuntu: User cannot navigate with the keyboard to the Yes/No
radio button
- Software: Left/Right navigation arrows do not have an accessible
description (just 'push button')

[ Impact ]
An user that relies on a screen reader will lack context when the,
during the first login, gnome-initial-setup is shown.
Two patches already in our upstream are:

* https://salsa.debian.org/gnome-team/gnome-initial-setup/-/merge_requests/54
These fixes three pages: "Welcome to Ubuntu", "Ubuntu report" and
"More applications" (last page).
[ Test plan ]
* Enable the screen reader
* Launch gnome initial setup in "already existing user" mode with
`/usr/libexec/gnome-initial-setup --existing-user`
* By default, no descriptions in each page will be read, but with the patches
in place, each page will be correctly read.
[ Where problems could occur ]
This patch just add an accessibility label, so, in general, any
possible problem should be just wrong accessibility data spoken
through the screen reader, but no impact is expected for the average
user.
