GNOME 48 keyboard shortcuts popup every time I start chromium

Bug description:
Every time I start Chromium, I get the global keyboard shortcuts popup
dialog. This is on Ubuntu 25.04 which includes GNOME 48 which
introduced the global shortcuts feature.
This is with this revision:
latest/stable: 138.0.7204.49 2025-06-27 (3186) 192MB -
latest/candidate: 138.0.7204.49 2025-06-26 (3186) 192MB -
I know that earlier this year, the Chromium snap applied a patch to
avoid the global keyboard shortcuts popup.
My logs say that I previously had revision 3153 installed. I tried
reverting to that revision but I was unable to launch chromium at all
with that revision.
I have been using Ubuntu 24.04 LTS more so I didn't catch this earlier
when it was on the candidate track.
